Question about 'When I choose ''Shut Down'' from the Start Menu, my computer restarts instead of shutting down'

I have a similar question about When I choose "Shut Down" from the Start Menu, my computer restarts instead of shutting down. When I choose "Restart" the computer doesn't restart but it shuts down instead, but not completely though, the running light stays on but the monitor light goes into standby, i.e. switches from green to yellow. The only way to continue is to hit the reset button. I tried restarting from Safe Mode with the same results. Any help?
