In XP, choose Folder Options to uncheck "Restore previous folder windows at logon".
This effects the following registry entry:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced]
"PersistBrowsers"=dword:00000000
I added this registry entry in Win2000 (there is no "Restore previous folder windows
at logon" in the Folder Options) and it worked as well!
