Question about 'Special folders no longer work like they should'

I have a question about Special
folders no longer work like they should:
Under WindowsXP, the following directory
C:\Documents and Settings\UserName\Local Settings\Temporary Internet Files\
is used to keep all cookies but also contains a subdirectory, "Content.IE5", used
to temporary store some files automatically downloaded by internet when you click
some links on a web page.
I have this subdirectory missing, therefore some of my internet downloads fail :
the file is downloaded to 99% then a window pops up saying that :
C:\Documents and Settings\UserName\Local Settings\Temporary Internet Files\Content.IE5\XXXXXX\FileName
could not be found
where XXXXXX is a weird directory name.
There is no way to create any new directory under "Temporary Internet Files"
And if a create a new user the C:\Documents and Settings\New UserName\Local Settings\Temporary
Internet Files\ is created but not the Content.IE5 subdirectory.
Does anyone know how to correct this
By the way I am using Internet Explorer (V6.0)
