Question about 'How do get the taskbar and desktop back if Explorer crashes'

I have a question about How do get the taskbar and desktop back if Explorer crashes:

Not only did I try the run>explorer fix...I also attempted to repair (by running windows from the disc and following the instructions)....but I still don't have a taskbar....please help
