Windows won't startup or shutdown - error message:

There was great success in this forum solving the dreaded "Value creation at Line
472" error... I hope someone can help with this one. It was posted by other users
on annoyances.org, but a solution was not found (many were suggested.) This exact
problem has hit MANY XP users since the July Windows updates. I've uninstalled those
updates, and tried several System Restores - nothing has worked.
The error is: "Parser message: Value creation failed " at Line 422." This has
been a major corruption, and all users are reporting the same problems, can't logon,
logoff, shutdown, powerdown. startup, can't access "Last Known Good configuration"
and others. The very fact that there is an error dialog tells me that Microsoft
can identify this error, but they are offering no support via any of their channels.
Using the msconfig utility has revealed nothing. This is a very specific corruption.
Does Line 422 refer to a system file or the Registry? Has anyone had any success
with a fix for this error? Thanks.
