I have a solution for Stop Windows from Randomly Searching the Floppy Drive:

It is definitely the Indexing Service! I tried everything in this and other forums, but XP kept accessing my floppy drive, whether or not a disc was inserted. That is, until I stopped and disabled the Indexing Service. Then it went away. When I restarted the indexing service, XP began accessing the floppy again. Wilm
