Question about 'Customize the Places Bar in Office 2000 and Office XP'

Hello - can anyone suggest a reason the registry would *not* be there as described?
Oddly enough, I could do this in Office2000 (with the add-in) but cannot on OfficeXP
(still Win2000). The registry key is not there, and the "add to My Places" is greyed
out under the Tools menu from the CmnDlg box.
