Question about 'Stop Windows from Randomly Searching the Floppy Drive'

My problem is whenever I run Windows Setup, or Windows Recovery Console on my system. It starts loading the console, and then sits there spinning the floppy drive a good half hour or so before finally botting into the recovery console (or Setup), anyone know what might cause this and how to stop it from doing this? Seems to only happen on this system and no matter what hard drive I use, though they all have Windows XP installed, so it has to be something to do with that.
