Question about 'Turn Off the CD-ROM Autorun'

I have a question about Turn Off the CD-ROM Autorun:

ok, every hint in this section tells you how to stop autorun for drives that exist. what about for a drive that doesnt exist until i plug it in (usb external drive) how do i stop that annoying *%^& from popping up, scanning the entier drive and then asking me what "I" want to do... what i want to do is totally prevent ALL auto run features - even if it means applying a patch. is this possible ?
