Question about 'Speed up the Start Menu'

I have a question about Speed up the Start Menu:

speeding up the start menu. I did what was advised in this article, and now Windows XP continues to boot, then immediately shut down, then boot again, shut down again, in a never-endng cycle. I can't even get to the registry to remove the entry. help!!!
