I get the same thing, tried reinstalling 10 times with no success:
[No Updates Were Installed
The following items failed to install. To try installing them again, click Review
and install updates, and then click Install Now again.
Windows XP Update Package, October 25, 2001] I think the first download I tried got
corrupted, everytime I redownload it just tries to run the already downloaded copy
and gives the same error. Any idea how to remove the downloaded patch?

Try downloading the updates manually, using getright etc. The easiest way to find
the name and link to the file you were downloading that caused a problem. Is to
go into your WINNT / WINDOWS folder and find the file called WINDOWS UPDATES.LOG.
open the file and you should find the internet location of all files that windows
update has downloaded. It also tells you where the files have been downloaded to,
but i can never seem to find them in the WUtemp folder!! Anyway just copy & paste
the link to the file into getright or even straight into your browser. Download
the file to a directory of your choice and run the file when it's completed. Hopefully
that will sort it out.

Hey folks - I get the same thing!!
My updated downloads in XP Pro freeze when its meant to execute the files.
Downloading manually and executing them woz the only way!
It's bloody annoying but I cant find anything relating to this on the Net. Can I
delete the downloads folder??
All the files are HIDDEN and you have to find out how to 'unhide' them.

I have the same problem with windows update not working...
In the log file the error seems to be that the digital signature on the file isn't
trusted! That's after I clicked the dialogue granting the Evil Empire full rights
to run/install their patches.
What's happening? Doesn't Micro$oft trust itself? Has the digital cert been corrupted?

In this example the file failes to load and then fails the signature test because
it doesn't exist. Manually installing the file doesn't fix the problem as widows
installer is unaware the file has been installed. My work around was to manually
download the file (in this case):
http://www.download.windowsupdate.com/msdownload/update/v3-19990518/cabpool/auw2k_3C8035DBB28438CD88AA04C74B64ED642530AD48.exe
Then to copy it into the place where windows installer expects it to be using the
name it expects:
C:\WUTemp\com_microsoft.AU2_2_W2K_5435\auw2k.exe
I then re-ran Windows Installer, which then happilly installs the update.

Found something relatively quick & painless to get the failed update downloads to
work. Disable the Automatic Update feature. Find the \WUTEMP folder (should be
on the specified TEMP drive). Take ownership of it and delete it. Windows Update
works fine after that.

I had failures caused by my security settings accidentally denying write access to
D:\, so D:\WUTemp could not be created even by the Administrator. Pointers above
helped diagnose the fault after I spent at least an hour on MS Knowledge Base finding
nothing.

For those of you that are still looking for an anwser to this question try the following.
Start/Run --> SecPol.msc
Then go to
"Local Policies> User Rights Assignment"
Verify that the "Administrators" group is a member of the following
policies:
Back up files and directories
Debug programs
Manage auditing and security log
Restore files and directories
Take ownership of files or other objects
The last item on the list is usually the culprit.
