XP doesn't restart correctly

Hi
This seems to be the opposite of problems some people are having, but when I hit
the restart button (either from the 'Turn Off Computer' box or restarting during
driver /application installations) the computer does not restart correctly - it gets
to the 'Saving Settings...' screen then hangs up. Any suggestions welcome :)
