Internet connection worry

Why is it taking so long to get access to my dial up connections when I first switch
my computer on?
I move the cursor over the connect bar and.... nothing happens. The whole thing freezes
for a couple of minutes and then finally opens. It seems that there is nothing wrong
after this, but it's very annoying. Is there some problem with XP which is causing
this.
It seems my fiance has the same problem with her machine and they both started happening
after the last critical update. Anyone else got this problem and any possible solution?
