When I choose "Shut Down" from the Start Menu, my computer restarts instead of shutting down; however, this only started happening right after I upgraded to Windows XP Home Edition. It never happened before with Windows 98, so I don't believe it's a driver issue.

Two things I can suggest you look at for this problem:

In the Windows Control Panel go into Power Options (Performance and Maintenance). Open the APM tab, and make sure it's enabled (checked).

If above is set or doesn't resolve the issue, in your PC's BIOS settings, check to see if you have a Plug and Play option. If you do, try toggling this setting (off if it's on, and vice versa).

If you have Roxio easy cd creator on your system, you need to go to their web page and upgrade it.

I am haveing the same problem, I updated from WIN ME to WIN XP , and when i try to shut down it restarts instead, but i went Power Options and it doesnt have Performance and Maintenance in it, So what could i do ? Thanks Anna

I just had the same problem with one customers computer... I removed Easy CD Creator 4.05's startup values (createcd.exe) from the Windows Registry editor... Now it works fine, the problem is Create CD application which does not shut down properly and because that Windows XP restarts, or shows blue screen depending on users options... - Samuel Mäkelä

This site is great - I got the fix to my problem from "Mike" who posted the fix on Dec 10th - I went to Roxio.com and I downloaded the update to Roxio's Easy CD Creator - This updater will uninstall Take Two from your computer. Due to some usability concerns and technical issues, Roxio will no longer distribute the Take Two application. I did the install of the update and Restarted - Booted up and then went to Turn off Computer to Shutdown and it actually did shutdown my CPU - Thanks "Mike"

I am having the same problem exactly & I upgraded from XP home to XP Pro. My Power options has no ATM tab or the performance & maintenance tabs. What should I do? Al

I know this thread is old, but the problem is still valid... Try going in to your bios and clicking the "load fail safe defaults" tab. I had exact same problem on a fresh install. the failsafe defaults thing worked for me. All I had previously changed in my bios was the boot order. I made the HDD boot first. for some reason this was the problem. Now I have to wait for it to check the floppy drive before booting, but at least it will shut off instead of just rebooting when I tell it to shut off.

SOLUTION ON SHUTDOWN PROBLEMS I had the same experience on my friends' ibm 2196-31Q running WinXP which was win98SE before, the computer always restart on shut down. I have tried every advice from various forums regarding this type of problem. Some worked for a short period of time, like unchecking the checkbox on task scheduler (start>>run>>type msconfig>>service tab>>uncheck task scheduler) and restoring default on CMOS(presing del,ins and f1, this depend on what you should press, you can see this right after you press the power button to enter setup, bootup then selecting restore defaults and save the settings) but most did'nt. What I would like to add is on how I solved this problem totally, I have noticed that when you're computer shutdown it save settings as it shows in the screen when shutting down, this may refer to small issues of what you're computer remembers before turning off, like the processes running and what are connected to the CPU, if something is different when you turn on the computer, it reconises a wrong pattern according to what it remembers and thus affecting the system, this was the issue on mine. I have discovered that when using my computer while connected to the internet and tried to shut down, it did shutdown completely or just having the telephone line connected, Btw, i use dial up in connecting. Another is it remembers what was connected to it(CPU) before it shutdown (mouse, keyboard, monitor, telephone line and speaker), this can also cause abnormal shutdown. In conclusion, don't change anything before you turn on or off the computer. This worked for this type of computer, not sure to work on others.

I found a solution while repairing a system with Windows XP Pro. Go to START, then Control Panel, then Power Options, then Hibernate Tab, then UNCHECK 'Enable Hibernation'. Apply, OK, Reboot.

I have the same problem,but it just started after i installed the updates for internet explorer.

my compter xp home all was rebooted instead of shuting down and i try a lot to fix from safe mode to reinstall window but with same problem it rebooted in stead of shut down i unplug all wire on back i found out ti my my opitcal usb mouse from logitech that was cause my problem

Hi, I had the same problem, non of the answers above helped me. I don't have ATM tab on Power Options, so I solved the problem on this way: Enter BIOS, went to Power Managment Features, the ACPI Function is Enabled, but on ACPI StandBy State by default was set S1/POS, I changed it to S3/STR and voila! it works!

Please, can you help me and describe what are corresponding the S1/POS you changed to S3/STR in your Bios ? to solve the problem ? I haven't the same bios, and would like to understand and find the similar options maybe in mine.. regards, Stephane.

I have a Gateway MX6030 running Windows XP Home edition. When I press shut down does like it is shutting down but simply restarts. I tried removing the hybernate checkbox, removing the task scheduler, and changing the auto restart option. I am not too computer savy and need help. Thanks.

I had a similar problem with xp pro, I tried upgrading the bios and getting the latest 
drivers for most of my components but this didnt help. 

Then, when I was putting in a new pci device I discovered what had been causing the 
problem. An ALI usb/firewire card was somehow shorting the motherboard. If the power 
cable was in I could put this card in and the computer would turn on without going 
near the switch. 

When I removed this card the computer began to shutdown normally again. So if everything 
else seems not to work try opening your computer and taking all your pci devices 
out and then rebooting each time with a new pci device added and see if this might 
be causing the problem. I advise you to unplug the computer every time before removing 
a pci device just in case you blow the motherboard, I was just too lazy and fixing 
an old computer that I didn't care about that much.

dear friends, last month i upgrade my computer, I have intel motherboard and it is replaced by Asuse motherboard, I have DDR 1 RAM and it is replaced by DDR 2, i have invedia Gforce FX5200 128MB graphic card and it is replaced by GT 8800, and My processor is remain same. After upgrading my computer when i shutdown my computer it restrat instead of shutdown. I reinstall my window but the problem remians the same, Please help me.

Hi that works... I had same prooblem although with me it started out of the blue, have not installed any new programs or been in the bios for some time. But setting the bois back to default fixed the problem, specificlly I disabled this PSM thing in power management.

Hi, I have the same Bios as previous message but if you set your bios to factory default it should fix the problem. Otherwise look through your bios for power management options it will be in there. I disabled anything to do with waking up from suspended modes and this solved the problem.

When opening a PC case or removing components, the best way to prevent static shorting 
and blowing your motherboard is to leave it plugged in!! If you unplug it you remove 
the vital earth connection which will save your PC in the event of a short or a static 
discharge.

Instead, simply use the rocker switch on the back of your power supply unit. This 
will disconnect the positive (phase) conductor to your PC, but the neutral (0 volts) 
and earth (CPC) conductors will remain connected. 

Less damage can be done!

Shut Down or Turn Off & the computer keeps Restarting

Yes, leave it plugged in to the outlet & toggle it off if you can. I didn't have this option until I replaced my power supply of 7 yrs. I was having just the opposite problem until I did. Once replaced, I went through almost every scenario, trying to get my old Gateway to turn-off & not keep restarting. Sure enough, I went through and unplugged one item at a time.....it was my 56K PCI modem. Since I have DSL now & use my ethernet port, I just tossed it. Last resort would be messing w/ your BIOS. Always try the simplest things first, you may be surprised ;-)

Solved this problem thru the BIOS. 

This is happening to my old ECS K7VTA3 v6 motherboard. It reboots instead of powering 
down when I shutdown windows. It happens when I insert a Soundcard on my PCI slot. 
But when the PCI slots are empty, the computer turns off normally when I shutdown 
windows.

The solution was disabling PowerOn by PCI Card option in the bios.

Under Power Management Setup select IRQ/Event Activity Detect. Select PowerOn by 
PCI Card. Then Disable it.

Then reboot and see if it works. Those having a different motherboard bios find this 
option and do it also.
