I found that even associating the file types with my preferred picture editor (Paint
Shop Pro) did not stop pictures from opening in Windows Picture & Fax Viewer. I
discovered the workaround below, which does not require editing the registry. Substitute
tour favorite picture editor for "Paint Shop Pro" in these instructions:
1. In Explorer, find a file of the type you want to associate with Paint Shop Pro,
for example a .jpg
2. Right click its file name.
3. Click "Open with". On the menu that pops up, DON"T click "Paint Shop Pro".
Instead click "Choose program".
4. On the next menu, make sure "Paint Shop Pro" is selected from the list of recommended
program, and check "Always use the selected program to open this type of file".
5. Click OK. The file will then open in Paint Shop Pro. Close it.
6. From now on, files of that type will open in Paint Shop Pro. I'd like to add
"forever afterwards", but this IS a Microsoft OS we're talking about...

This is a very annoying setting but you can change it you cannot delete it the setting
is under “tools >folder options” in any folder on your computer. Click the “file
types” tab there will be a list of file extensions select the one you want to change
click the change button and select the program you want to use. You will have to
change each type of picture file individually but this is preferable to a registry
edit good luck

Adam, I've checked under tools/files/and all my graphics files are properly distributed
to my preferred files but windows pictureviewer opens them anyway; I've also tried
the registry suggestions and I get a "couldn't find" message. Having tried both
these suggestions, I'm REALLY getting a bit distressed. This is the most annoying
of the xp annoyances yet found. I got this computer 3 days ago and have been working
on it steadily to try to make it a useful tool with xp running; I bought it for the
HT ability with images especially, and I can't even open an image in (any of) my
graphics programs. I'm working on a graphic I have on my desktop -- a screenshot
of my old computer's desktop, so I can get all the programs I want on the desktop
-- and even though the icon is an ACDSee icon, it opens in the darned windows viewer!!!!!!!!

Whoops! I've solved it; tried the
regsvr32 /u shimgvw.dll click ok, and did it by copying and pasting the above,
and it 'took'. Wow. Thanks to whoever put that up.
