A local government official has Windows XP installed on his IBM-PC clone. He is
mildly frustrated because it keeps on wanting to connect to the Internet every time
he starts up his machine. How does he disable this "auto connect" feature? Your
help and email appreciated.

Go to Start>>>Run>>>type in msconfig
the last Tab is startup. Look at what is checked, uncheck any prog that you don't
want to start at boot... look for the one that may have to with the modem or ISP...
BTW...your email is unrecognized....

Go to Control Panal, double click Internet Options, click connections, put a dot
in "Never dial a connection". Click OK. Now when you want to connect to the internet,
click on your Internet Provider icon.

My first answer was addressing the automatic startup of the internet. If you have
other programs that start up when you open your computer, go to Programs, click Startup,
delete the contents. These are only shortcuts and will not unstall the program.
I like to keep my startup empty. Windows loads faster.
