You mean like to the side or top of the display?
Without open entries to get in the way just drag the taskbar towards the center and
release it. It will look like a window. Then drag the window to the side or top.
Grab it near the Start Button.

Before you can move the taskbar in Windows XP, you first need to right-click on a
blank section of the bar and ensure the "Lock the taskbar" option is un-checked.
Then you can drag it around to your heart's content.
