Perhaps my article titled "Arabicizing Your Computer" will be of some help to you.

You may also be interested in the following. For those of you looking for an Arabic 
QWERTY keybord layout, you can donload one from http://zsigri.tripod.com/fontboard/index.html 
 Since many of you do not type in Arabic everyday, you may find the phonetic keyboard 
more useful and much
more intuitive. 

Finally, http://www.microsoft.com/globaldev/handson/user/xpintlsupp.mspx  also offers 
a nice description (with screen shots) of how to enable International Support in 
Windows XP.
