I have another solution for Dial-Up Networking Refuses to Remember Passwords:

If you're running XP with more than one user and you get this message, be sure that the "Client for Microsoft Networks" box is checked in the "Networking" tab FOR EACH USER. Took me forever to figure this out!

for a possible solution. Known problem with a lot of preinstalled OEM versions of 
XP.
