you should be able to drag it to wherever you want to move it to. if when you try to move it and it doesn't move, right click on it, deselect lock taskbar by clicking on lock taskbar..then drag to your hearts content.

Move the mouse to a 'blank' area of the Taskbar. Left-click-and-hold' while you Move (drag ) the Taskbar to the side or top of the screen. When it is where you want it, release the mouse button to 'drop' it there.
