CANNOT RENEW 169.254.x.x Pls HelP

CANNOT RENEW 169.254.x.x Pls HelP

hello, i'm using a cable modem. I recently switch from a dsl connection. I tried
ipconfig /release renew, but it tells my to flush arp cache. I tried arp -a my ip
address but theres no entries found. I tried setting a static ip address but i can
only ping my loopback address and the static address. I tried installing another
nic card on another slot, but still i get the 169.254.x.x address in windows XP.
I looked at the registry and noticed that my dhcp lease obtain time expires in the
year 2038, could this mean anything. I modified it with another pc on my Lan with
a dhcp lease obtain time to match it. I rebooted and it went back to 169.254.x.x.
I even tried downloading a utility from microsoft's website to fix the dhcpsrvc.dll
file sorry if i misspelled the file name, but that didnt work eighter. I tried reinstalling
the O.S also AND that didnt work, I didnt reformat my hard drive though, and dont
want to, I know this is definately a software issue, that occured when i switched
from dsl WPPPOE to TIME WARNER Cable. PLS HELP!
Can someone try to help me?

do this...ipconfig /flushdns......then call your IP and tell them that you cant renew
your ip adress....have fun!

Are you using a router to share web access with 2 or more computers? If so, read
the manual part where it says to go into your router admin menu. Usually means you
have to go to "run" type "telnet " then your ip address. In there, you will find
a menu to release and renew. I bet it'll work after you do that.
Read the manual that came with your router, not the cable modem.It'll tell you how
to get into the menu.

MS has a utility called WNTIPCFG.EXE (a Windows GUI not DOS Command) this works every
time. I had exactly the same problem and since installing this utility I can release/renew
in a couple seconds without any problems. Yes this is an NT application but it works
perfectly with my XPHome.

I have the exact same problem and also have tried everything suggested in this thread.
Have you found a solution yet? If so, please post and you can email me directly at
har5613@charter.net. I am pulling my hair out over this. At least I have another

IT's crazy, it doesnt seem like there is any fix to this problem. Everyone thinks
its as simple as calling your ISP, People don't understand i tried that, This problem
goes beyond, your ipconfig /release... ipconfig/renew. You cannot put in a static
address entry because that won't work. I called my ISP, they couldnt help me. Even
if you tried to telnet into your router and release it from there it wont work.
Im going a step further and disconnect my router and just try to get online directly
via cable modem via NIC CARD and USB TO CABLE MODEM, it doesnt work. I tried 3 different
nic cards in 3 different PCI slots, and restarted my pc after removal of NICS 3 seperate
times. I tried stopping all services from administrative tools, dhcp service amongst
1 of them reboot and then start the service again, bam! 169.254.x.x again. IT DOES
NOT WORK. I tried reinstalling the drivers for my cable modem after i removed the
device, that doesnt work. I think I pretty much tried everything, for someone with
3 years of experience I feel like im an idiot. I should just copy everything to cd,
but i have 20 gigs worth of stuff to move down, I just cant fix it. Maybe i'll just
make it my game machine used only for video games. but for now FORMAT C:\ /u is
not the answer for me,, yet!!. I've had this problem since 7/02/02 and still no
results. I hope someone can help, Im not looking for smart ass answers, eighter.
I think the next step i will try, is Reinstalling TCP/IP.

I can not believe this but it is working now. I had tried everything you have and
everthing suggested in this thread to no avail. Here is what worked(at least for
now) and I don't really understand how, as I think I had tried it several before.
This is the exact order in what I did:
(1) Checked to make sure XP firewall was disabled.
(2) Disabled all protections in Norton Internet Security.
(3) Disabled all functions in Norton Antivirus.
(4) Opened Network Connections. Found a Macport connection, which I uninstalled.
(5) Opened Device Manager and removed the two network adapters that were there.
(6) Powered down my PC.
(7) Unplugged power cord from PC.(this may have been key)
(8) Unplugged power from Linksys router and Best Data cable modem.
(9) Left everything unplugged for over an hour(this may have helped)
(10) Plugged in cable modem. Waited until I had three firm lights.
(11) Plugged in router. Waited a few minutes.
(12) Plugged in power to PC and booted up normally.
(13) Voila! Internet connection worked and I could connect to other home computer.
From a command prompt I ran ipconfig /all and there was the correct 192.xxx.x.xxx
instead of the dreaded 169 monster that had plagued me for so long.
I am no technician but for some reason this procedure released and renewed everything
this time. (I had read somewhere that someone had left everything powered down overnight
and were successful) Try this, if you haven't before, and let me know if it works

Hey Buddy, Welp , This is what went down saturday. I did all that you did to try
to fix the problem. But I guess you got lucky cause I didnt. I decided it was time
to part away from my C: drive. I moved over alot of data to the D drive partition
and burned what I could, and FINALLY FORMATTED C:\ /U and reinstalled windows XP.
The good thing is now I got 20 gigs free space and operatable pc, to surf the net.
My pc is alot faster now too.. So i guess it turned out for the better. The best
part is that all my game folders, that i thought if i moved there folders to the
d: drive wouldnt work, worked!! warcraft 3, max payne, ages of empires, Grand theft
auto, Mafia, Never winter nights, counter strike, all my saved games all worked when
i previously installed them to the C: drive. I thought i would have to reinstall
them but i didnt. I guess it turned out for the better. And i hope that bug I had
in my pc that kept assigning me that address had a good breakfast, cause that son
of a bitch is banished to HELL. LOL thanks for all your help ROB and persons who
tried to help me on annoyances.org the problem is fixed, with the old trusty FORMAT
C. lol I tried to fix it for 3 months and i couldnt. This was surely related to
software issues, and maybe due to some tampering of my registry. To whomever my
experience this problem in the future, pls suggest that if you do all that you can
to fix it, save everything to cd's or move everything to another partition and format
c: ASAP.

Method1 - On the Windows 98 CD-ROM in the MTSutil folder (also reference Microsoft
Knowledge Base Article - Q188480):
IPAC_OFF.INF - DISABLE TCP/IP IP AUTOCONFIGURATION
IPAC_ON.INF - ENABLE TCP/IP IP AUTOCONFIGURATION
Method 2 - Registry Hack:
The Windows 98 TCP/IP stack supports a new mechanism for automatic address assignment
of IP addresses for simple LAN-based network configurations. IP Autoconfiguration
Addressing is an extension of dynamic IP address assignment for LAN adapters. It
enables configuration of IP addresses without using static IP address assignment
or installing a Dynamic Host Configuration Protocol DHCP) server.
If a network LAN adapter is configured for TCP/IP, and if "Obtain an IP address automatically"
is selected on the IP Address tab in the TCP/IP Properties dialog box, Windows 98
TCP/IP attempts to find and use a DHCP service on the attached network to obtain
a dynamically assigned IP address. If it does not find a DHCP service, Windows 98
uses IP Autoconfiguration Addressing by assigning the adapter an Class B IP address
out of the network number 169.254.x.x IP address space. In this way, two PCs can
be plugged into a LAN hub and can start without any IP address configuration, and
can use TCP/IP networking for internetworking. Each computer that uses IP Autoconfiguration
Addressing gets an IP address and tests to determine that the IP address is unique
and not already in use on the LAN.
IP Autoconfiguration Addressing is enabled by default. IP Autoconfiguration Addressing
can be controlled by setting the value of IPAutoconfigurationEnabled (type DWORD)
in the registry key
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VXD\DHCP
If the value of IPAutoconfigurationEnabled is nonzero or if the registry key is absent,
IP Autoconfiguration Addressing is enabled. An IPAutoconfigurationEnabled value of
0 disables the IP Autoconfiguration Addressing feature.
If Windows 98 initially does not detect a DHCP service and configures an IP Autoconfiguration
IP address, and then it subsequently discovers a DHCP service on the network, Windows
98 uses the DHCP service and switches from 169.254.x.x addressing to IP addresses
assigned by a DHCP server.
It seems Microsoft, in its infinite wisdom, didn't provide an *easy* way to disable
this stupid feature (idiots). they would much rather have you agonize over not getting
to the interent than help you turn off something that you don't want (idiots).

The 169.254.x.x is an address range given by the computer when it is connected to
a network but not DHCP server is available. Recycle the modem, It will work....
