You could try using Mozilla, I think there's an option to prevent 'unsolicited' new IE windows.

Msn Messenger, and windows messenger (alerter) are two separate items with different functions and two different procedures to shut them down. Many people confuse the two because of the similar names used by MS. Your pop ups are most likely from windows messenger service (alerter). Here's a link to a page with instructions and screen shots to help you disable this service. http://www.lantalk.net/disable_messenger.php

If disabling the service doesn't work, you try removing the program.

1. Start / Run
2. Then enter in the following string: RunDll32 advpack.dll,LaunchINFSection %windir%\INF\msmsgs.inf,BLC.Remove

Windows Xp users : do this To disable the "Messenger Service", click Start, then Run, enter "services.msc"and click OK. Scroll down to "Messenger", select it, right-click and then choose Properties. Under startup type, choose 'Disabled' and then choose the 'Stop' button. After the service is stopped, click OK. After this, you will never see another pop-up message from the Messenger Service again. By the way this messenger service has no relation with MSN or other chat type messengers.. AP

Another quick tip . . .

When you are in "user mode" . ..
You are in "user mode" I hope ?

You will be denied access to the disabling or stopping feature mentioned below.
It will be necessary to "switch user", log on to the admistrator account and then
perform the action.
Out of curiosity, I wonder how many on this thread routinely carry out their business
while logged on as admistrator.
Hoping this helps some.
