Question about 'Stop Pop-Up Spam Messages'

Shutting down the Messenger Service limits MSN Messenger's functionality. The official 
"Microsoft Answer" to this problem is below.
To enable or disable Internet Connection Firewall:
1. Open Network Connections 
2. Click the Dial-up, LAN or High-Speed Internet connection that you want to protect, 
and then, under Network Tasks, click Change settings of this connection.
3. On the Advanced tab, under Internet Connection Firewall, select one of the following: 
To enable Internet Connection Firewall (ICF), select the Protect my computer and 
network by limiting or preventing access to this computer from the Internet check 
box. 
To disable Internet Connection Firewall, clear the Protect my computer and network 
by limiting or preventing access to this computer from the Internet check box.

odd I have never heard of any limitations (what have you heard of?)
do not think that there are any
because the 2 programs are not related at all

I agree, Adam. I have stopped the messenger service from starting automatically on my PC and have not seen any impact on MSN Messenger, however I do notice that I don't get the annoying spams any more. In my opinion, switching on the XP firewall has a greater impact on MSN Messenger than the disabling of the messenger service, for example preventing the sending and receiving of files sent via MSN.

I play alot of online games where I can't run a firewall and that's when these messages get annoying. Besides leaving 1 of them open so others don't pop up how can I disable it on startup for all users?
