An alternative method not covered is holding [Shift] while deleteing. This bypasses the recycle bin altogether, and is not quite as clumbsy. You are still prompted "Are you sure..", but you only see it once, as you don't have to do it again when emptying the Recycle Bin. - - - Hash

This method is really a lot safer than having all deleted files bypass the Recycle Bin. I don't care how skilled you are with computers, EVERYONE accidentally deletes a file from time to time. Basically, if I'm deleting small files, I let them go to the recycle bin. If I have a huge CD-ROM image or a downloaded movie, I'll hold down shift and delete it. That way it's not taking up a lot of space in my Recycle Bin. If you do this, you can greatly reduce the size of your recycle bin. No need to have it at 4GB.
