Control Panel/Administrative Tools/Services/Fast User Switching Compatability. have
it set to Automatic by right clicking on it Properties/Start Up type/Automatic

Not all previous applications are compatible with Fast User Switching.
Do some troubleshooting to see if this only happens when a particular app is running
under "User1" and you then try to FUS to "User2." If so, check for updates to that
app.

Or try Start/Control Panel/User Accounts/Change the way users log on or off - theres
a use Welcome Screen there and when checked will activate Fast User Switching.

or, if you are the only user on the system, you might just turn off FUS.

It will not work without Terminal Services running, so make sure it is.
