I have a comment about Get Rid of the Unwanted Explorer Windows at Startup:

I had the same problem before. However, mine seemed to have been started becaused I tried to restore a missing "Advanced" Tab (Internet Options) in IE. I formatted my harddisk and reinstalled Win XP Pro but the problem appeared again when I installed ICQ 2003a. I tried most of the fixes suggested in this forum but none of them seemed to work. By using System Restore, I was able to try various methods to see which would work. Finally, it seemed that by installing TweakUI for Win XP, before installing ICQ got rid of the problem. I'm not sure why it works but it did. Perhaps someone knows why? Just my two cents worth. Cheers Hobbes
