You have to go to system properties, Hardware, Device manager, click on view->show
hidden device, you will see the "NT ATM legacy support" by right clicking on it and
activate the NT ATM legacy interface node.

I think that you folks can not find it because it might only be on his machine.
I am having the same problem and I am almost certain that it is a bad power supply.
I am going to replace mine soon and I will tell you if it fixed the problem.

This option CAN be found on all machines running W2K and XP.
To clarify:
Click on My Computer, then click on System, then click the Hardware Tab, then on
Device Manager. When DM opens, click on View, then on Show Hidden Devices. You will
then see NT ATM legacy support. It will have a red x overlaid on it. To enable this
device, right mouse click it, and then click on enable.
You will now find that rather than responding with "it is now safe to turn off your
computer" your pc will close itself down quite happily.

Gentlemen Jo was correct. The section may be called APM (advanced power management)
but it is there. Don't forget to click on "View" and "Show Hidden Devices" Then you
should see the NT Legacy or NT APM/Legacy support" section.

OK open Device Manager on the menu bar there is a Action and a View option. click
on View. Select "Show Hidden Devices" This will open up more line items below. It
is labeled "NT Apm/Legacy Support" Click on the + sign and you shpuld see "NT Apm/Legacy
Interface Node" Right click on this and you should see Enable, Uninstall, Scan for
hardware changes and properties. Select enable. .....If it is not there check in
the control panel Power Options and the APM tab. Enable advanced power management
support" This will also do the trick. Good Luck

I also have a problem of Windows Xp not shutting down. It hangs when it gets to
Saving your settings. seems to hang for hours sometimes. So I've just tried Gary's
solution to fix it. I'm hoping it will. One query though.
I got to the step right click on Local Area Connection, then left click on Repair.
Problem was that I couldn't get Repair run because it was blanked out - I mean it
was there but not functional. So what I did was complete the fix by restarting my
PC. I'm hoping it will still fix the hang problem.
Can Gary or anyone advise me if that's going to do the trick or is there some other
way to do the repair - or do I need to. I don't use it usually as I've only got
dial up. Anyone please advise. Thanks again
This is a great site and I'm glad I found it.

Unfortunately... this didn't work for me.
It still hangs at "Windows is shutting down"
Infact, it CLICKS, i can hear it, as if it is going to shutoff, but it doesnt.
When I bring it up in SAFE MODE, i can shut down fine.
RESTART does not work either.
I've tried shutting down every app and process except for the Winxp main ones, still,
it hangs on shutdown.
I've tried a new profile, with minimal apps, still, wont shutdown.
I've tried updating the registry entry of powerdownshutdown (or something like that)
from 0 to 1. Still wont shutdown.
The only thing that turns off the machine is Power switch.
When I go into BIOS, it says APCI is ENABLED
But in POWER OPTIONS on the Winxp, there is no APM (not sure if that makes a difference).
Either way..... i'm still sitting at square one.
sigh.
