Windows won't startup or shutdown - error message:
Monday, September 1, 2003 at 10:44 pm Posted by ann
(2 messages posted)
There was great success in this forum solving the dreaded "Value creation at Line
472" error... I hope someone can help with this one. It was posted by other users
on annoyances.org, but a solution was not found (many were suggested.) This exact
problem has hit MANY XP users since the July Windows updates. I've uninstalled those
updates, and tried several System Restores - nothing has worked.
The error is: "Parser message: Value creation failed " at Line 422." This has
been a major corruption, and all users are reporting the same problems, can't logon,
logoff, shutdown, powerdown. startup, can't access "Last Known Good configuration"
and others. The very fact that there is an error dialog tells me that Microsoft
can identify this error, but they are offering no support via any of their channels.
Using the msconfig utility has revealed nothing. This is a very specific corruption.
Does Line 422 refer to a system file or the Registry? Has anyone had any success
with a fix for this error? Thanks.

I have a friend who was having the same problem with his computer. He asked me to
help him - I had to let him down. Please help me help my friend. It would give
me the same error message you mentioned 10 times before comming up. When working
with his computer the it seemed to work okay until It connected to the internet -
maybe there's a connection there.

Since today I have the saem issue while yesterday I worked happily and I did not

You could try the steps given below:
Click on Start> Run> sfc /scannow and click on OK. (Please leave a space between
sfc and /scannow and click on OK.)
This shoudl resolve the issue.

Here you go:
Service Pack 1 Parser Message: Value creation failed" at line 472" error when add/remove
programs is opened
This error can occur after installing SP1 when you are running a non Microsoft visual
style and the folder
containing the customised styleshell.dll has a differing name from the themes name
(as shown in the appearances tab).
To get rid of this error you can switch back to a Microsoft Theme or go to
/WINDOWS/Resources/Themes/ and rename the shell folder to the
name of the visual style shown in the appearance tab. If you have a theme with multiple
variations you must make this change for each subfolder containing a differing styleshell.dll
file

Thank you, thank you, thank you. Not knowing why this was happening, the only solution
to this problem I was able to come up with was to do a Restore. Since this brought
me back to the Windows theme, it worked. But who wants to do that all the time!
Actually, I have a Samsung monitor which comes with a program called "Natural Color"
and it apparently made a folder inside the theme shell folder called "Natural color"
and as you said, Windows didn't see the styleshell.dll inside the "Natural Color"
folder. I copied the styleshell.dll into the shell folder and the problem has been
solved.
Again, thanks sooooo much!!

This is a nice solution, except for one little problem: what if Windows won't start
and the person who's trying to fix the problem doesn't know the theme that was in
use at the time the problem arose?

I also had this problem, and have resolved it. I did a number of things and I am
not sure exactly which ones were responsible.
First I tried starting in Safe mode, last known good... NO LUCK
Tried chkdsk NO LUCK.
Tried running recovery install from the CD NO LUCK.
Read a post that suggested that non-MS themes could cause this problem - mounted
the HD in another PC and copied the file styleshell.dll into all subfolders of C:\windows\resources\themes
(already existed in some). This may have made a difference as I was able to get into
Safe mode but the problem still occurred.
Discovered that I could log in as administrator (but no other profile) by Control-Alt-Del
at the login prompt.
Found loads of spyware - Kazaa, P2P networking, GAIN/Gator,Cydoor, IBIS toolbar,
Buddylinks, MSView, Precision Time, My Way Toolbar, My Seach Bar, MSN Toolbar, Dashbar
Toolbar,nd media tickets (some of these may be the same). Removed it with Adaware.
Had previously put on a security block to prevent MSN Messenger 4.7 and Windows
Messenger 6.1 from running. Discovered that MSN Messenger 6.2 had been installed
over the top of 6.1. Removed the restriction, then uninstalled v6.2.
Reactivated Windows (even though this is a legitimate copy, and it had been activated
25 days earlier). Also noticed that Norton AV autoprotect wont start.
Can now log in normally to all profiles.
Hope this helps.

I'm having the same problems too. I've tried all the suggestions here, and the problem
seems to be getting worse. AdAware and Spybot both lock the system up when scanning,
but Spy Sweeper does a complete scan and doesn't find anything now, however I suspect
this problem is related to spyware. The next time I'm able to login (after several
tries, I can get in after reactivating XP), I'm going to share my C: drive, copy
all the files I need to another PC, then format this b!tch and start over from scratch....yet
again. Linux is looking better and better everyday!

I've personally tried this: do a repair reinstall with Windows XP. Use the Win XP
reinstallation cd, press enter to begin setup, it will search for existing operating
systems & then you'll get an option to press R to repair Win XP.
NOTE: do not use recovery console for this problem, it did not work.

Once this problem is cleared the computer runs as good as new again - hold off on
the reinstall!!. Some spyware tries to kill off ad removal programs - try a program
called coolwebsearch smart killer by peppi - this stops the background processes
and allows Adaware and spybot to run. I have also had some problems with Adaware
not finding updates and sticking on 2003 definitions - I have had to manually download
new definitions and save them to the Adaware folder (search www.shareware.com for
Adaware, and save the definitions file to C:\Program...\Lavasoft\Adaware). After
this the updating works fine.

Going to Safe mode in itself doesnt seem to make any difference. However using CTL-ALT-DEL
does give you the option of signing in as administrator which did work in my case
- all the normal profiles still gave the same error even from safe mode..

Go to add/remove programs in the Control Panel, remove anything that you didnt knowingly
install and isnt from XP. (eg Precision Time, Save / Savenow, Gator / GAIN, any Toolbars
esp Dashbar, media enhanced downloads ... Then get a good spyware program, and update
it (very important - NB check the definitions as I have found that Adaware doesnt
always update properly after installation, and I have to download the latest reference
file and install it manually to get things working). Then run and clean off all the
spyware. Adaware, Spybot are well regarded. and CoolWebShredder is great for specific
homepage hijacks.

Reading other peoples responses it seems like they can get in occaisionally just
by trying repeatedly ....
As it appears to be spyware related, the only other option would be to mount the
HD in another PC and run a spyware removal tool against it. It wont remove registry
entries but should hopefully remove the program files themselves.

I'm also getting value creation failed at line 442 error. I can't get into windows
xp... Re-install CD for xp doesnt do sh1t.. (safe mode black screen and takes for
ever to load to windows, if it ever gets there) I dont know if its from deleting
some registry files or something else my screen would flick on and off for about
3 seconds off and 3 sec on, in that pattern until my monitor shuts off, but I still
hear my cpu running. When I do get to windows (1 out of 15 tries) I cannot Format

If you can get into Windows in safe mode (I managed by using CTL-ALT-DEL at the login
screen and logging on as administrator) then you need to clean out all the spyware.
Start by going to the control panel add/remove programs and remove anything you havent
knowingly installed (eg enhanced media, save/savenow, GAIN/Gator, ALL toolbars, precision
time...), then use a good cleaner such as adaware or spybot to remove the remainder
(make sure you update them first if you can). I havent tried this but if you go to
start -> run -> and type in "msconfig" enter and go to the startup tab. turn off
everything in here temporarily and it should stop a good deal of spyware from starting
at the next boot. Go back and turn it all on again when the system is clean (you
may get error messages about the spyware it can no longer load afterwards and have
to go back to msconfig and turn these ones off again).
Once the system is clear of spyware your system will run well again.

Peter,
I've followed all of these directions and have now rid my PC of spyware, etc., but
my Nortain AV autoprotect won't start either. I go into the Norton console and make
sure the box is checked to automatically run at start-up but when I reboot it still
doesn't start up. I even double-checked my startup items via msconfig, etc. and
it appears the Norton file (s) are checked. Did you ever find a solution to this?
Thanks,
Robb

Yes, actually I had turned off the service from the recovery console as part of my
troubleshooting, then promptly forgot I had done so. To turn it back on I right-clicked
My Computer -> Services and Apps -> Services and found the Norton AV autoprotect
and changed the service setting back to auto and restarted.
(Just doing it from the Norton console doesnt seem to work ??). If that isnt the
solution for you you may have to uninstall and reinstall (Symantec have a removal
tool for NAV2003 which is good to run after uninstalling - you have to go through
troubleshooting on their web site to find it).
Also make sure you dont have a virus which is knocking out Nortons - I came across
one called Optix... a few days ago which overwrote the MS Visual Basic 6 dll and
caused Norton autoprotect to not run (as well as a few other things like Messenger),
and gave similar symptoms to what you are describing.

Much appreciated Peter. I'm sure that will take care of it, though. I'll give it
a try this evening. Thanks again.

This problem, is concerning windows configuration, and 3rd party applications on
the computer. A repair (Inplace Upgrade) install, only refreshes windows system
files. It does not affect your configuration (registry/startup items/customization)
nor will it erase any 3rd party software that has been installed and configured in
your system. A repair install will not solve this problem.

Boot computer to Safe Mode
Select Administrator
Go to Display Properties
Under Appearance tab select "Windows XP" or "Windows Classic" under the drop down
menu called Themes
Restart the computer and it should let you boot to normal mode.
This is a try out, not very sure whether it will work or not.

Ok well my problem is similar but, when I started my computer and put my password
in, it took about 20 seconds to "load personal settings". Then a parser message popped
up and said " Value creation failed " at line 422 "... So I restarted my computer
and same thing happened except the error was --windows product activation-- "A problem
is preventing windows from accurately checking the license for this computer Error

I activated it and it logged right in.(And I did buy and activate Windows about 3
months ago)... So later I started up my computer again and same things happened,
but this time I cannot log in at all. I tried to log in for over an hour, And one
of the times I logged in it said something like "My evaluation period for windows
has expired and I need to purchase and install a NEW copy of windows" I cannot get
in to windows even through safe mode or administrator (At All) PLEASE help me...
Just let me know what I have to do!

If you cant get access by logging in, then the only option you have is to mount the
hard drive in someone elses PC and run a spyware removal tool against your harddrive.
An alternative method which I tried recently (I have come across this problem 3 times
now in customer PCs) is to create a bootable CD. I used one called Bart PE which
was excellent, with the adaware scanner installed. Unfortunately you will need access
to a functional PC to set this up in the first place.
You do need to reactivate Windows, but you can make a free call to Microsoft and
talk to a rep to get a new code to activate it.
* Repairing Windows doesnt work for this problem.
* Reinstalling Windows clean works, but you lose all your previous setup and any
files on the desktop as a minimum. If you have the resources to do it you can rename
the Windows folder, Docs and Settings, and Program Files, then you can reinstall
(leaving file system intact when asked) and you will at least save all your data
and emails etc..

Try this please.
Boot to the RC
Description of the Windows XP Recovery Console: http://support.microsoft.com/default.as...-us;314058
At C:\windows (or winnt)
type cd system32 the directory should now be
C:\windows\system32
type :
copy userinit.exe wsaupdater.exe
1 file should be copied, now REBOOT!
Sometimes this won't work because the file wsaupdater.exe will not allow itsself
to be copied over, even though it appears that is has been. Please try the following
if the above fix does not work initially.
After booting into the Recovery Console and switching to the system32 directory,
Type:
ren wsaupdater.exe wsaupdater2.exe
copy userintit.exe
When asked if you wish to overwrite the file answer (Y)es
1 file should be copied.
Type:
Exit
windows should reboot.
logon w/administrator priviledges
in windows explorer, navigate to C:\windows\system32
find the file you renamed to wsaupdater2.exe and delete it.
exit windows explorer
go to trash bin and permanently delete wsaupdater2.exe
you should not have to edit the Registry at this time as the above steps will reassign
the proper userinit.exe in the registry.

Take the Hard Drive physically out of the computer, put it in as slave on another
xp installation with the same filesystem.
Run adaware 6.0 with all updates on the drive you mounted as slave (D) and let it
remove all the junk.
Manually go in to you slaved drive and pull out the wintools folder. (Under C:\Program
Files\Common Files\)
Physically pull the drive back out and put it back in your original system.
Boot up in safe mode on your original system, run adaware 6 again as it will check
the local registry and find some more, run spybot 1.3 with all updates as well, reboot
once its all done.
Boot in regular mode and if you get "cant find file.exe" ect click start, run, type
msconfig
look for those file names and uncheck the boxes with it.
Reason you are low on virtual memory is because of all the adware crap, toolbars,
ect, run adware/spybot both at least once a week.

Any responses would be appreicated.

This is what I found. XP would boot up but I got (paser message value creation failed
on line 34). Once I got logged on it would not shut down, nor would system restore
work. After running my spyware and virus scan, which turned up nothing. I finally
unistalled SP2 (service pack 2). It restored everything back to normal and it all
works fine now.

IT START I GET THE ERROR FOR 8 TIMES BEFORE LOGON.
THIS PROBLEM OCCURED WHEN I TRIED TO CHAGE THE THEME FROM THE NET.
IF THERE IS AN ANSWER ANYBODY CAN SEND IT TO ME I WILL BE PLEASED.
I KNOW AT THE MOMENT THE ONLY SOLUTION IS TO REINSTALL THE OS.

Great suggestion. I did this and it got me in! You da man.
As far as how to use a laptop HD as a drive 2, you can buy an adapter to connect
a laptop HD to IDE in a desktop. Frye's Electronics has those if you have that store
near you. They are only a couple bucks. We use them to clone, or re-image laptop
HDs from time to time when we don't do that through the network.
