Assuming you have configured the taskbar properties to display "administrative tools",
you will find "services" in the administrative tools folder by selecting Start, and
then All Programs, and then navigating to the Administrative Tools folder. If you
do not have such a folder, right click the taskbar and select properties. From there
you can navigate your way to a "check the box" list that allows you to display administrative
tools in the all programs menu.

Just go to Start -->Run... type services.msc click OK. The services window will open.

ive recently started geting some new pop ups the same way i did before i disabled
the messenger service in services.msg. even though i have the messenger service disabled.
is anyone else having this problem?

Yes I have same prob i disabled the messenger and i still get the popups.
