Question about 'Windows Installer Appears Every Time I Start an Application'

Try leaving the installation CD in the drive the first time you run an OFFICE XP
Application. If it works for the first application, you will find that it has also
solved the problem for all other MS OFFICE applications you have installed. Remember
to be logged in as an administrator.

I'm having a similar yet much different Windows Installer problem -- with 98SE. I
know this is the XP forum, I'm asking all you wonderful problem solvers to dusk off
what you remember about 98 and read my post in that forum. I sure would appreciate
your help.

I've had this problem for about two months. I have Windows XP Home and Office XP.
Today I solved it by going into Control Panel, Add or Remove Programs, single-clicking
on Microsoft Office XP and then choosing Change. I put my Office XP CD into the
drive and let the Office XP repair utility do its work -- and four minutes later
everything is back to normal.

Okay... it's less than two months from when I wrote the below comment -- and everything
is back to the way it was before. I still am having the same problem others have
reported. Any new suggestions? Microsoft still seems to not know anything about
this problem.

Well -- it's now two months since I last wrote.
I'm still having the exact same problem. I've found another pecularity, though:
I have three accounts on my XP Home -- mine, the "Guest" account, and the administrator.
If I shut down the computer and log into my account first, I cannot open any Office
programs. However if I first log into the Administrator account and go through all
of the "Windows Installer is preparing to install... (Word, Excel, Powerpoint, Outlook,
etc.)," then I can access Office software from the other accounts. In other words
-- first logging in as the Administrator is imperative to using this software.
But this doesn't solve the original problem.
This is one of the most aggravating problems I've ever dealt with on ANY OS -- mostly
because Microsoft hasn't felt this is worth their time and effort to fix, and the
problem seemingly only affects few people.
If anyone has suggestions (or a solution!), please take a few minutes to let us know.
Thanks!!!

I'm enountering the exact same symptoms. Does anyone know how to correct this problem?
If not, could someone tell me the directory location of all my email (in, out and
personal folders) as well as contacts? Thanks in advance.

I haven't had this problem occur since I installed the Windows XP SP2 update. I
don't know why, but the problem appears to be solved (I hope!).
If you haven't installed all of the Windows XP updates, go to the Windows Update
site and get your computer caught up with all of the new patches.
Good luck!

Thanks for the reply and the well wishes. Seems I'm up that creek in need of a paddle.
I did finally install SP2 hoping to make the problem go away. Well, the problem is
still there and now, upon starting up, I get the following error: "Your SQL Server
Installation is either corrupt of has been tampered with (Could not open SQLEVN70.RLL).
Please uninstall then re-run setup to correct this problem."
I never installed SQL Server. I do know that MS has a SQL engine, but I never had
any problem with it. A few people suggested going back to a System restore point,
which I did. That's when this error started to show up. And even with installing
SP2 again, my original problem is still here and this sql error has joined the fair.
Not sure what to do next...

You can try using the windows installer cleanup utility.
http://support.microsoft.com/default.aspx?scid=kb;en-us;290301
The problem with using it is that it will remove the program entry in your add/remove
programs in the control panel. You'd need to re-install the app to get it back in
that list. It'll take care of that annoying installation problem though.

With office, when a new user is put on a computer it has to create an office profile
for it. You know first time you start word it asks you for name and initials. Well
what is happening in each user is you probably need to put in the Office CD and let
the installer go through. AFter that it should work.
the SQL error same thing is happening to me. It seems to happen after you do a system
restore. Im going to try reinstall business contact manager -which i had installed
before the restore point -> maybe it uses sql or something.
This is the setup for this problem is usually
Office installed
SP2 installed
User does a system restore and it happends. I dont know how to fix this one yet im
looking too.

Hello marko:
I just had the same problem - after installing a MS Security Update, "Your SQL Server
Installation is either corrupt of has been tampered with (unknown package id). Please
uninstall then re-run setup to correct this problem". Could you share with me your
resolution? Thanks very much!

Been scouring the web for a fix on this "windows installer problem withh office 2003"
without luck but i can tell you. its not just you guys using XP, I am on Win2000.
In the administrator login its fine, but the user login sucks and I am going to be
forced to go back to Office XP (gutted) but wasted enough time on this issue and
cant afford the wait every time I open an app. Used the windows installer clean up
tool (no fix) installed off a network drive, image still resides in the same location
and is accessable to local office on the original path. Loaded SP2 (no fix) P*****
off to say the least.

Andy:
This issue has been one of the strangest that I've ever dealt with. As you can read
from the older posts, I've had an issue with this multiple times. I don't know when
the Windows Installer stopped popping up -- but I haven't had this problem for quite
a while. And I don't think I've done anything specific to make it stop.
I wish I could be of more help -- but hopefully your problem will also slowly fade
away and not bother you any more.
Cheers,
Fitz

Using the registry editor, navigate to 'HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Word.
You will probably find the DWord UserData missing. Create it and give it a value
of 1. That should fix your problem. Similar strategy is needed for Outlook etc.

Therein lies a problem: I'm using Office 10.0, not 11.0. (And yes, my DWord user
data is already set to 1.) Thanks for the tip anyway -- hope it helps someone!

http://www.pctoday.com/Editorial/article.asp?article=articles/2004/t0210/20t10/20t10.asp&guid=
One of the most annoying Windows problems involves the Windows Installer, a program
that Windows uses to install, repair, or remove Microsoft software according to instructions
included in the software's MSI files. Many Office users complain that Windows Installer
appears each time they start Word, Excel, Outlook, or another Office program and
asks for the Microsoft Office installation CD.
One way to fix the problem is to reinstall Microsoft Office, and when you do, don't
select the This Feature Will Be Installed When Required option for any of the components.
Although it's possible this will remedy the problem, Windows Installer might still
ask for the installation CD even if you instructed it not to by following these instructions.
In this case, you can take another route to try to stop the Windows Installer.
1. Open the Start menu, click run, type gpedit.msc in the Open field, and click OK.
2. In the Group Policy dialog box, navigate to LOCAL COMPUTER POLICY\COMPUTER CONFIGURATION\ADMINISTRATIVE
TEMPLATES\WINDOWS COMPONENTS\WINDOWS INSTALLER. (If Windows cannot find the Group
Policy Editor, return to the Run dialog box, type mmc.exe in the Open box, and click
OK. In the Console dialog box, open the File menu, click Add/Remove Snap-in, and
then click the Add button in the dialog box that appears. Double-click the Group
Policy Snap-in and click the Finish button in the Group Policy wizard. Click the
Close button and then click OK.)
3. Double-click Disable Windows Installer in the right pane
4. Select the Enabled radio button
5. Choose Always from the Disable Windows Installer pull-down menu.
6. Click OK.
This will disable the Windows Installer, so if any programs you try to install in
the future return an error, you'll need to use the same process to enable the Installer.

Create a folder named XLStart in C:\Program Files\Microsoft Office\OFFICE11. Restart
Excel and you should be good to go.
