How to correctly install Windows Installer

I have a question about properly installing windows installer, because most of the
time when i want to download something it says the windows installer could not be
accessed. "This can occur if you are running windows in safe mode, or if the windows
installer is not correctly installed". And my computer is not in safe mode.

I have a solution for the error, try these steps. carefully and dont miss out any.
*********Edit the Registry************
Click the Start button.
Click Run.
The Run window appears.
In the Open: field, type:
regedit
Click the OK button.
The Registry Editor appears.
In the left pane, click the plus sign (+) next to HKEY_LOCAL_MACHINE.
Click the plus sign (+) next to SYSTEM.
Click the plus sign (+) next to CurrentControlSet.
Click the plus sign (+) next to Services.
Click the plus sign (+) next to MSIServer.
In the right pane, double-click ImagePath.
The Edit String dialog box appears.
Verify that the Value data box contains the following value:
X:\Windows\System32\msiexec.exe /V
where X is the drive where Windows is installed (usually the C: drive).
If applicable, type the correct value and click the OK button.
Close the Registry Editor window.
Return to Overview

Register the Msiexec.exe File
Shut down your computer.
Restart your computer.
When you see the Please select the operating system to start message, press the
key.
On the Windows Advanced Option menu, use the ARROW keys to select Safe Mode.
Press the key.
If you are have a dual-boot system or multi-boot system, select Microsoft Windows
XP from the list that appears, and then press the key.
Log on to the computer.
Click the Start button.
Click Run.
The Run window appears.
In the Open: field, type:
msiexec /regserver
Click the OK button.
Shut down your computer.
Restart your computer normally

Is the said procedure appl. in case of win2k also..I'm not very free with editing
registry..So afraid, not to end up currupting whole of it.

I've done that, checked the registry, reregistered the msiexec file. I have even
formated the hard drive and installed windows xp on a clean partition. I still receive
the error when I try to install any program that depends on the win installer that
comes with xp. I am getting desperate. Where before I just couldn't install any new
software, now I can't install my old software, including Office xp, so the computer
is good for games and not much else.
The error I get with office xp is the bootstrapper encountered a problem and has
to close, sorry for the inconvenience; or the installer for the win installer is
missing a .dll file. Hardware seems to work fine. Scanned for viruses also. Help??

This issue may caused by windows installer not install properly, to fix, pls. try
reinstall it by running instmsi.exe in your system folder.

This has been done. I removed the CD-RW drive and replaced it with a different drive
and my installer worked fine. I returned the new drive and exchanged it receiving
the same make and model number. I installed it and had the same error. Either the
drive is incompatible with my motherboard, or I have some other serious issues that
are just starting to materialize. Motherboard is "Spacewalker" with Athalon 1.3GB
processor. I have many scratching their heads over this one????

Hi, i´m worry about this problem, because i´m begining to think that´s better to
use an older version of windows... i have done everything that´s been recomended
in this forum and i haven´t solved my problem yet, please help, if you already know
how to fix this let me know

You won't believe me, but the cause of the problem could be that your CD-ROM is spinning

i have read the whole procedure but just confused in the part where it says ."Return
to overview. Then register the Msiexec.exe file."

Hi, Josibel, I had a similar problem (the error about Windows Installer not being
installed) just now and the issue was a LOT more simple than I imagined, and much
simpler to fix than other replies to this forum would make it sound.
I'm running Windows 2000 and I found out that the problem is the Windows Installer
service was in fact installed just fine, but it was not configured to start automatically!
In other words, I had to manually start this service, and then it worked fine. The
process took about five minutes.
To start a service in Windows 2000, go to Start > Settings > Control Panel > Administrative
Tools > Services. In the box that opens, you'll see a long list of available services.
Scroll to find the Windows Installer service. If the status column does not say this
service is started, then press the play button on the top toolbar to start it.
I did this on my system, and then tried to install my program again and it worked
perfectly. I hope this helps!

I've tried starting this service, but the path seems to point to another place than
where the file is located.
I can locate the file, but if I doubleclick it I'm told that the command aparameters
are illegal, and nothing really happens.
I cannot chance the path so that is corresponds to the actual location of the file,
nor can I locate the place that the path points to.
Is there any solution left for me?

I had this same problem, and I just managed to fix it using the following steps (I
assume you use windows xp?)
1. Go to the control panel
2. Open "Computer Management"
3. On the left there should be a tab labelled "Services and Applications", click
the + to expand it
4. Highlight the "Services" subsection of "Services and Applications"
5. On the right there hsould be a long list of services, under which is "Windows
Installer"
6. Right click on "Windows Installer" and go to properties
7. Make sure the start-up type is on "Automatic"
8. Press OK, close the Computer Management, close Control Panel
9. Good to go

You may need to tweak dcom. At run type dcomcnfg, select default properties tab,
set boxes to Identify and Connect. Sometimes it seems these get changed by something
- I had the same prob and it worked fine. No need to reinstall SP3 as according to
Microsoft support

This fix worked for me as well. Win2k Pro, My Windows Installer Service was Disabled.

Thanks A LOT. I was having this problem, too. The funny thing is, I just installed
Firebird via the Microsoft Installer package about four days ago.

I was unable to find windows installer under the Services tab... I have windows XP
Home edition... where do i download the windows installer i needed? thanks in advance.

you can get the windows installer from microsofts download center.

Hi. I followed all of the steps until I got to Step 6 when I attempted to right-click
on Windows Installer and the Properties dialog box never appeared. Please help.

I had the same problem, so I followed Microsoft's Knowledge based article #319624
Method #4 worked for me.
I renamed the registry key
HKEY_Local_Machine\System\CurrentControlSet\Services\MSIServer\Security to old
security, rebooted, and it worked!

Ya ok. but Microsoft download does not have the installer for XP only NT and 2000.
Do you know where the link is for XP.

I tried all the options given in this chain and all failed.
Finally I got Windows Installer on my XP pro to work by removing msi.exec from System
32 and re-installing Windows Installer by double clicking on instmsiW. (I already
had several copies of this on my PC)
I understand instmsia should work for Win2K.

Has an individual not the right to install what he or she wants to install on individual
machine? Windows installer is thus an unnecessary file. Dispense with it and allow
downloads and installations to proceed unhindered. Your clients woul the be happy
people. Keep controls off private property. (without anger).

OMG... i feel like such a tard. thank you SO much, josibel. i needed that smack across
the head to get my brain working again. i had completely forgot that i was running
windows in my "gaming" profile that i had created to play games faster... it was

Hi,
I looked through all the message in this forum and though they were all very informative,
I couldn't solve the problem of windows installer inaccessibility while installing
java.
Just for the heck of it, I uninstalled windows XP sp2 and restarted and now everything
works fine.

Are you turning off any services? If so check to see if the DCOM service process
launcher is enabled and started. It was driving me crazy, I disabled the service
on the advice of several security people who told me "you dont need it". I put it
back to automatic and restarted the system and went to install and everything worked
perfect. Hope this helps someone.

Thanks for your feedback. I found the answer was a new CD-RW drive. No matter what
I did, even exchanging for another drive (thinking defective). I returned this brand,
and bought another (more expensive, of course). Installed it and had no more software
issues. Everything reinstalled just fine and has worked since.

Just wanted to add my experience and solution here... I had also noticed that the
service wasn't running, however I wasn't able to start it, on WinXP SP2. Whenever
I tried, I'd get an error saying that it hadn't started in a timely manner (After
about half a second). I finally set it to automatic, and even though I still couldn't
start it manually, once I rebooted, it was started, and I could then install stuff
again. I've seen about 200 solutions to this problem, so if you have the problem
good luck, and hopefully this solution will be the one that works for you.

Then open services.
Find the Windows Installer on that menu (it's alphabetical so It's near the bottom).
It'll say "disabled". Right click and open the properties then switch it to Automatic.
That should work.

Hi, I've been reading through this thread looking for a solution to the same problem
mentioned in the beginning. I thought I saw the answer, I was so hopeful! But it
didn't work out. I just tried to change the Windows Installer service to 'start'.
It wouldn't let me and gave me an error.
"Could not start the Windows Installer Service on Local Computer. Error 5: Access
is denied."
I'll keep browsing through the replies but any help is appreciated. Thanks again.

Wow.. there are many many things that might cause this. It's things like this that
really annoy me about windows.
I just did a complete re-install of windows xp pro - and started having this problem
1/2 way through re-installing all my programmes.
First I tried renaming the files to whatever.old - didn't work
Then I tried unregistering and then reregistering msiexec.exe - didn't work
Then I tried doing the same thing in safe mode - didn't work
Then I tried starting the windows installer service and setting it to automatic from
manual - didn't work
Then I tried disabeling dcom service process launcher - didn't work
Finally.. I un-installed Service Pack 2 .. and Voila! I was able to install anything
I liked. it worked! .. it was obviously a fault with the sp2 install. I'm re-installing
sp2 now and hopefully it will continue to work.

You're right, there seems to be so many things that can cause this. After looking
here and on Microsoft's knowledge base, I tried a bunch of different things to fix
it.
After reading your reply, it was the second time I had heard that the install of
Service Pack 2 might be faulty. I uninstalled it and things seem to be working right

I had this problem. This was the solution that worked for me.
1. Log on to your computer as an administrator.
2. Click Start, and then click Run.
3. In the Open box, type cmd, and then click OK.
4. At the command prompt, typemsiexec.exe /unregister, and then press ENTER.
5. Type msiexec /regserver, and then press ENTER.
6. Verify that the SYSTEM account has full control access permissions to the HKEY_CLASSES_ROOT
hive in the Windows registry. In some cases, you may also have to add Administrator
accounts. To do so:Warning Serious problems might occur if you modify the registry
incorrectly by using Registry Editor or by using another method. These problems might
require that you reinstall your operating system. Microsoft cannot guarantee that
these problems can be solved. Modify the registry at your own risk.
a. Click Start, click Run, type regedit in the Open box, and then click OK.
b. Click the following registry hive:
HKEY_CLASSES_ROOT
c. On the Edit menu, click Permissions.
d. If SYSTEM is not listed in the Group or user names list, click Add, make sure
that the local computer name appears in the From this location box, type system in
the Enter the object names to select box, click Check Names, and then click OK.
e. Click SYSTEM in the Group or user names list, and then select the Full Control
check box under Allow in the Permissions for SYSTEM box.
f. Click Apply, click OK, and then quit Registry Editor.
7. Restart the computer. If the problem is not resolved, repair Windows XP. For more

With one modification, I think Mark's answer will work, as mine was set to "manual".
Copy " dcomcnfg " , go to Start/Run and paste it into the window and hit Enter.
Then follow Mark's instructions below. Thanks Mark--this is a lot safer than editing
the registry!

Everything was very usefull but if msiexec /regserver displays an error message (that's
what happened to me) i suspect is probably due to an error installing or uninstalling
a service pack.
If you can't register the msiexec, try verifying registry permissions as described
here: http://support.microsoft.com/default.aspx?scid=kb;en-us;Q319624
in method 4 (described below).

1. Click Start, click Run, then type Regedt32.
2. For each of the registry hives, follow these steps:a. Select the hive.
b. For Windows XP, on the Edit menu, click Permissions.

3. Verify that the SYSTEM account has been added and that it has Full control. If
it does not, add the SYSTEM account with Full control.

Hi, I started to do what you was explaining but got stopped at a very early stage.
I can't use the Command Prompt. When i type in cmd and the Command Prompt appears,
I receive an error message which says
'C:\WINDOWS\system32\cmd.com
C:\WINDOWS\SYSTEM32\AUTOEXEC.NT. The system file is not suitable for running MS-DOS
and Microsoft Windows applications. Choose 'Close' to terminate this application.'
It gives you two options to choose from, one is 'Close' and the opther is 'Ignore'
but even when i choose to ignore it, the Command Promt still closes. Do you have
any idea on how I can overcome this problem? Thanks a lot.

I am having the same problem and have been on this puter for hours trying to fix
it. I was really happy to see this thread. i followed all the steps with regedit
and went through until i was stumped at the following part:

I followed all the steps...trying to reinstall and also setting the permissions.
However, when I try to run the command msiexec /regserver I get the following message
"an event was unable to envoke any of the subscribers"
Help I am tearing my hair out here and cannot load anything on my system.

I too was unable to register msiexec until I did as you suggested in method 4. I
had no "system" account in the 1st Key "HKEY_CLASSES_ROOT". Once I added that I was
able to register msiexec and all is now right with my XP (at least until the next
time something goes wrong). I read through a lot of threads and tried lots of "solutions"
before I found yours that actually worked. Good job. Now my Installer works as it
should. Incidently, my problem started after a failed SP2 installation. I'm gonna
stick with SP1 for now. Thank you gudlak for your expertise.

My problem is not so much the registering of MSIEXE.EXE but the location of where
the msiexec.exe file is. It seems that the owner of the computer has a SYSTEM32
folder and a WIN2 folder which appears to be a copy of the SYSTEM32 folder. It seems
that the WIN32 folder has become the default 'SYSTEM32' folder and not the original
SYSTEM32 folder as per the system setup. When attempting to register MSIEXEC.EXE,
an error occurs saying that 'An event was unable to invoke any of the subscribers'
Anyone any ideas on what to do here. I don't want to get too involved with this
computer as it belongs to a student. IF something goes wrong, I'll be left to clean
up the mess.

Sorry Folks..
Made a bit of a blooper in my last text. It appears that for some reason, the owner
has created a second windows folder called WIN2 inside the original Windows directory
so you now have the original Windwos setup then a folder called WIN2 which is now
being used as the default 'Windows' Folder.
Hope that makes sense

Folks - it is just this simple: 1) START--->RUN--->type in 'msconfig' and hit enter.
Select the 'Services' tab and ensure that service 'Windows Installer' is checked.
Check it if needed.
2) Start up Windows Services (via Control Panel and check for Windows Installer and
start it if it is not started. You might need to edit it. Double click on the entry
and modify as needed.

of problems. I might add that your instructions were very analyitical and easy enough

i can't even begin to tell you how freaking happy i am to have finally fixed my windows
installer. i've been living without it for a year or so now, and i couldn't install

Ryan,
I don't know if you could solve these problem but the only thing I have to say is
I had the same issue and after I probe all the solutions listed in these forum that
alert disappeared when I shut down my firewall (ZoneAlarm firewall).

Ok, i followed the guide, a and i have a swedish computer so its a little hard. I

There is no Windows Services in my Control Panel. I was able to run Installer from
Admin Tools > Services but that did not prove successful, nor did it stop the errors.

so you are looking at your desktop again...then to restart and finish up with the

I have the same problem desribed here with Windows Installer not being properly installed.
I have followed your steps down to 'close registry editor' but then when it says
'return to overview and register the Msiexec file' I don't know how to do that so
it hasn't worked. Any further help you can offer would be greatly appreciated. Thanks
