Monitor flashes when anything on screen changes

Alright, so I've got a nvidia GeForce4 Ti 4200 128 MB w/ 8x AGP. Everything on screen
will sit there, but when something new pops up onto the screen (i.e. a new window,
when i push the start button) my screen goes black and then it comes back with the
thing on there and sits again until something else changes, then it does it again.
Right now, I did a System Restore and everything seems to be fine. But earlier I
tried to run Quake III Arena, and it froze and the computer shut itself down. Then
I turned it back on and it was doing it again, so I did another system restore, this
time using an earlier restore point. So far, it hasn't done anything, and I'm too
chicken to run Q3A...I don't wanna mess up my comp or anything. Also, the other day,
I installed new drivers, but didn't uninstall them before I did a restore point from
like a month ago. Does that mean the drivers are still there and maybe that I need
to uninstall them?
