I have a question about Resolving
Hardware Conflicts:
Hello people, Happy New Year.
My error is similar to the previous one. It's "Windows cannot start this hardware
device because its configuration information (in the registry) is incomplete or damaged.
(Code 19)". This in the Device Manager.
what can i do apart from re-installing and checking and using last known good configuration
please?
Any ideas. It was working before but after upgrading the burning software for cd-r
both cd-rom and cd-r aren't working now. I think i can't update my BIOS as well.

I had the exact problem and resolved it by doing the following:
Click START, RUN, type Regedit into the open field and then click ok
Click MY COMPUTER at the top of the list, click FILE, then EXPORT
Browse to a folder that is esy to access such as My Documents
Type a filenme that is easy to remember, such as RegBackup
Click SAVE to backup the registry.
Click the small plus sign (+) next to each of the following folders
HKEY_LOCAL_MACHINE
SYSTEM
Select
Double click the default key and note the value Data number. This value data is
used in the next step.
Click the small plus sign (+) next to each of the following folders
HKEY_LOCAL_MACHINE
SYSTEM
CONTROLSET001 (IF the default value data was 1)
or
Controlset002 (If the default value data was 2)
Control
Class
{4D36E965-E325-11CE-BFC1-08002BE10318}
Right click LOWERFILTERS from the right side of the window and click Delete
Right click UPPERFILTERS from the right side of the window and click DELETE
Exit registry editor and restart the computer. If full CD writing function has not
been restored, it may be necessary to reinstall the CD writing software.

Have you tried to "update driver" or "reinstall driver" within the properties of
the device in device manager?

Dear Angela,
Thankyou for the very quick response within 15 minutes i think...
It is a detailed and very clear step by step solution.
But..my Default key value in the HKEY_LOCAL_MACHINE>SYSTEM>Select has nothing or
has value not set.
So i cant delete the keys in Control Set 1 or 2. Although within HKEY_LOCAL_MACHINE>SYSTEM>Select
the Current is set to 3, Default 3, Failed 2 and Last KnownGood 4.

So whats your opinion then?

Thanks for the detailed response. I followed this— except that, too, had no default
data key so I deleted the LOWERFILTERS and UPPERFILTERS from all the control sets.
It worked like a charm. You saved me a lot of time and trouble. Thanks!

Its really simple.
open notepad, then paste this:
REGEDIT4
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}]
"UpperFilters"=-
"LowerFilters"=-
save it as cd.reg,
go to the folder you saved it, right click on it, and then click merge, restart your
computer and everything will be fine.
P.S.
I am very pissed at microsoft for not putting this info on the troubleshout. We pay
hundreds of dollars for their software, besides that we have to search over the internet
for hours to solve a common problem like this.

Thankyou very much for that bro. It worked! After almost a month i think i got it
working.Although, i should mention i guess for the benefit of others also maybe that
the fix mentioned by StoNer420 at http://club.cdfreaks.com/showthread.php?threadid=76175
which you gave worked perfectly with filename saved as NoFilter.reg...
Anyways special thanks to Sergio_sh and StoNer420.
Was wondering if someone would know what it actually does the new registry file.

I deleted the LOWERFILTERS AND UPPERFILTERS as well and restored my DVD & CD drive,
the unexpected result was a unbelievable boost is over all system speed. Program
open almost instantly. Web pages load faster than ever. Has anyone else experiance
a similar result?

I deleted LOWERFILTERS and UPPERFILTERS as well which restored both my DVD and CD
drives. The unexpected benifit was a tremendous increase in spead of program launch
and web page load. Why this happened I don't know, but I am sure grateful to those
that gave this advise. Has anyone else experianced a similar gain in system speed?

Thank you so much! I did mess it up a bit by desperately removing all upperfilters
from the registry (*stupid stupid*), but after rebooting into Last Known Good Configuration
my CD-ROM was back and working! Thanks a lot, this made my day :D

This post (the one I am responding to by Angela) is the solution to your problem.
It worked for me, so try it. btw, you don't have to export your whole registry,
just the last folder that you are about to modify. Saves lots of time!

I had this problem too. I think it was due to a virus in some software. Anyway,
after a day of trying to fix the problem (and almost giving up and losing everything!!)
I put the error message I was getting into google. This site came up. With less
than full confidence I tried the solution here, and my computer was saved!!!

I had been wrestling with this problem for a month and the techs I brought it to
were too scared to fiddle with the registry. I was facing a reformat and factory
re-image, but instead of resorting to such a blunt tool, your procedure was a surgeon's
touch! Thanks Angela for posting such a helpful solution! And thanks Cam for parsing
the lines out for clarity.
My experience was that I did not have a value set either under HKEY_LOCAL_MACHINE
SYSTEM\Default key. So I followed Cam's example and deleted the FILTERS from both
Controlsets. I did not find any UPPERFILTERS, so deleted only LOWERFILTERS. Upon
reboot, the drive was there again.

'Resolving Hardware Conflicts' - new problem

Hi Sergio,
I tried your solution but my problem has nothing to do with CD software, etc. I
was trying to install a web cam and then it wouldn't work so I uninstalled everything
(Yes the "right way" with add/remove programs). After doing this, my sound area
of device manager had little yellow exclamation points on EVERY device/driver that
was in there. The reason I looked was because my sound was not working.
Do you have any quick fixes for sound?

Add me to the LONG list of happy readers of this thread. Angela and Cam -- your
solution worked beautifully. I had 3 different "controlsets" and had to delete the
UpperFilter and LowerFilter from each to get my CD and DVD drives back. Worked like
a charm. I started out this evening thinking I had a hardware disconnect and ended
the evening with a fixed registry. Thanks a million!!!!!

man, u must be god or something!!! how the hell did ya figure that put?! worked perfectly
for me... all i did was remove my dvd drive and re-install it and neither that nor
my other cd drive that was never removed would work...
ur solution fixed it all... if i were a billionaire, i'd make u a millionaire :)

Neither thing's will work for me when i try the cd.reg it gives me a error saying:
Not all data was successfully written to the registry. some keys are open by the
system or other processes. Why I try to delete the upper and the lower I dont have
either one listed where they are suppost to be. Im on windows xp pro and my problem
started when I changed out my cd rom for a cd-rw now neither work.

I have what I think is the same problem, that is, on my Dell Dimension 2400 running
Win XP home edition, I Tried to run a game one day and an error occured, thinking
nothing of it I didn't even take much note of what it said, and forgot quickly.
I rebooted the system and my Sony CD-RW CRX216E had disappeared from 'My Computer'
I went to the device manager and it had a yellow exclamation mark. When I tried
to re-install it I got the "Windows cannot start this device........(Code 19) I tried
merging that cd.reg file after pasting the line into notepad but no change has occured.
I am sorry to be a bother, and am afraid it is probably just that my inaptitude
with computers has led me to do something wrong, but any help would be greatly appreciated.
Oh, I forgot to mention, just before this happened (a day or 2), I set p a network
with my Brother's Laptop to play games, I don't know if that is related in any way.
Thankyou to anyone who is able to help me.

I would really just like to thank the people who provided the answer to this cdrom
missing problem and to the host of this forum.
Finally after many restores to "go back in time" only to have the problem occur again,
after hours of web searching the deleting of my Lowerfilters in all the Controlset
folders restored all my drives without their bs conflict.
And yes, tisk tisk on Microsoft for not noticing such a wide spread problem and posting
a simple post for it.
By the way, I think it may have started happening to me after a Windows Update, I
was not impressed.

this worked for me with no need to reboot onwindows XP
start run regedit then
open
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
delete the 2 filter entries (right click delete)
then open control panel and in system, hardware tab, device manager uninstall the
cd drive that is giving you trouble then
from the menu choose action, scan for hardware changes and your cd should appear
and be usable

This was going along well until I went to delete the LOWERFILES and UPPERFILES...I

That was it!! Thank you for the perfect fix. I had spend 3 hours on it, knowing
it was caused by some new DVD software I had installed, but couldn't remove what

Just wanted to say thanks!! - this helped me out big-time! - I got the following
error and it was resolved using your technique of deleting the Upper and LowerFilter
settings in the registry. Thanks again:
The LowerFilter or UpperFilter registry key for CD-ROM was containing incorrect drivers.
It has been corrected.
You must reboot your computer in order the changes are effective. Until then, you
may not be able to access your CD-ROM drives.

Thanks! Did a google search on this error and it brought me here. Finally, after
updating drivers for my motherboard, pulling what little hair I have left out, the

When attempting to enable 3D, an MSI G4 4200 Ti-TD video card cannot see the Display
adapter under device manager. When trying to add new hardware, the card is listed,
but it produces this error when clicked.
Solution:
Run WinXP’s repair/reinstall on top of the installed version. It will rebuild the
Registry. Then, you will have to reinstall any updates/service packs (available at
www.windowsupdate.com).

Does anyone know what causes the filters to turn on in the first place? I removed
them from a customers pc and the fix worked great. But in a week they were back.
I am noticing some might think it is cd burning software (this guy uses Sonic Record
Now).
I am trying to find a way to keept his from happening again. Many thanks. The folks
on this message forum are fantastic!

Thanks had the same problem with error 19 and went to HKEY_LOCAL_MACHINE-

I've tried ALL of the suggestions given, and I STILL have the same problem.
The yellow exclamation point (Code 19) error is always besides the Secondary IDE
channel, and then when I uninstall/reinstall or when I upgrade its driver...the CD-Writer
and the DVD-ROM drives magically appear, but they STILL have yellow exclamation points
besides them.
I fixed the problem about 2 months ago, but this time when I tried the same methods
I've used before, it didn't work.
I deleted the upper and lower filter keys from the registry (EXACTLY as suggested),
and I also merged the "No Filters" registry file into the registry, after copying

I followed ALL of the step by step instructions given, but when I restart my computer,
the problem still exists. Forgive me, but I'm very frustrated. It's just that I'm
confused how I was able to fix the problem last time, but now I'm unable to.

any specific detail that I might be missing here? I'd appreciate ANY further help

By the way, I don't know if this triggered the problem THIS time around, but everything
was fine with both drives to my knowledge, until I attempted to burn a CD using HP
Record Now.

i have to retrace ny steps and reinstall the filter files and values on the followinfile.

cd rom can't be accessed by windows because there is a problem in the config. in the registry file.

I have tried all the deleting filters and uninstalling the cd roms and re-booting--Nothing
is working. I have spent 10 hrs. trying to remedy this problem. Ater all the fixes,
I still have two yellow exclamation points under device manager next to the two cd
roms.. Please help if you have any suggestions..

I'm really pleased that so many have found that deleting the upperfilters and lowerfilters
works. It works for me as well. I've used it at least 2 dozen times in the last
6 months. I'm looking for the root cause of the filters being loaded in the first
place and the yet again and again, etc. Any suggestions would be helpful.

Has anyone encountered and resolved the same type of problem and error with USB controller?
All of a sudden my USB port quit responding. If I boot with win98 or with a liveCD
(linux or XP) the hardware works fine. If I troubleshoot and reinstall the driver
according to MS instructions reinstall fails returning error that there is another
device id that conflicts with it.
I've been working for months with this and have no restore point to go back to.
Can't figure out what device is conflicting and how to clear all USB devices to force
a reinstall of all of them.
Any help would be appreciated.

hiya, when i went to delete the lowerfilters and upperfilters it said that there
was an error in deleting them, ive tried everything and its still not working. im

I'm having the same problem but with my HP Photosmart 3200. The scanner portion won't
work and when I check in Device Manager I get the same message - Windows cannot start
this hardware device because its configuration information (in the registry) is incomplete
or damaged. (Code 19)

Thank you very much. I'm back in business. I was ready to go out and buy a new
CD rom. I think things got screwed up when I installed Nero CD burning software.

a knowledgebase report that explains the root cause of the loss of CD/DVD drives

Hi Guys
have had the same Problem, and a friend did the regedit as above, problem?? he did
not backup the registary and the fix has not worked could he have taken the wrong
key? and if so how can I rebuild the registary

I was having trouble finding upperfilters and lowerfilters as well. The script that
was noted didn't work for me either. I just used the "find" function in the registry,
searched for upperfilters. You can hit F3 and it will tab through all the instances
of "upperfilters" in your entire registry. Thanks to reading the note from someone
who accidentally deleted all the instances, I looked for info that showed if it was
related to the CD or DVD rom drives. Fortunately it did. Do a find, look in the
"data" column and look at the default file. As you F3 through them, some might say
keyboard, others "value not set", and there will be ones that say CD or DVD. Delete
these instances of the UpperFilters and LowerFilters. Restart...viola! Thanks again
to those that solved this problem almost 4 years ago now and it is still working!!!

well....exact same situation as yours...but i had 2 lowerfilters in each folder and
i erased those. I, too, didn't see any upperfilters. I rebooted and its still the
same. ??????????????????????????? I hate this f-ing computer.

Thanks Angela. I have a Windows Vista and followed your instructions to change the
registry by deleting the Upperfilters file. I have tried many other options and
that's the only one that works. I could have saved lots of time had I found out
your message sooner. Thanks again.
