Question about 'I get a 'File not found' message when I try to start any program'-all symptoms-not cured

I have a question about I
get a 'File not found' message when I try to start any program:
This one struck my windows XP out of nowhere:
(Sorry I won't be razor-detailed in this post,as I am writing it on a Win98 partition
which has internet.My winXP is stuck in the middle,and now I will explain)
the same symptoms as desc in the article.
After the first (start menu) link failure I right-click opened its properties->it
showed only one name and not path or parameters forms(as i remember)-->I deleted
that name in the subform and enter-closed it or something.when I restarted the machine,every
instance of startup sequence .exe applications supposed to run called that app (???)
so I was seeing some 40 instances of it!.
Then ofcourse I renamed that app,so that it does not hog the screen(it worked,no
40 windows upon login)
I am pretty sure that upon login it could not run any .exe even Before this link
play.
In thast point it did not call that app upon trying to run all that startup .EXEs
,and it cannot run any .exe,open control panel,regedit or do anything meaningful.
Tried to find solution in the Internet-->found this seemingly identical info and
a few other resources.
-applied .exe and .lnk reg patches from kellys corner website (succesfuly enter
the info to registry,but does not help at all),
-searched online at Computer Associates Online Vir Scan for viruses (found mslaugh.exe
and usb_d.exe ->(oh yes I've removed those files from system32)-->(restarted..all
the same)--> visited symantec wanting to know if they messup the .exe filetype-no
they do not,they spy you hehe what a confort),so practically it is not THAT viruses,
if it is a virus matter at all.
-Found the antivirus patch on symantec for some other virus that MESSES the .exe.
(It should revert the registry changes from that virus activity--->Executed it-->
Scans all partitions ,then crashes-not helpful at all in either safe or normal mode)
-tried the .inf patch from this article-->it cannot be applied as an error msg stating
there is a problem opening the corresponding .msc.
I looked the data in .inf,looked in registry with altered regedit.exe to regedit.com
(then it runs),looks ok
tried manually to copy rundll32.exe as run32.exe.
-well when all this didn't work,I reinstalled the whole XP thing.Guess what? The
problem still remained,but during the installlation the procedure also uninstalled
my ISDN card driver.
As I cannot open device manager or control panel (error msg),therefore I lost the
Internet Connection.

I just did a quick reboot to XP partition to check some info,so here are the corrections
and update info from the last post:
- .inf script from this article cannot be executed to the end - because the system
cannot find groupconv (not some .msc as I misreported in previous post
- Symantec tool name is-->FixYaha.com and is available at symantec Yaha info web
page.
-My computer icon can be opened from Desktop,but NOT from the START menu.

go to start/parameters/control Panel/System
select the "advanced" tab, go the environment variable and modify the PATH variable
to replace the %systemroot% string by your real windows path (like c:\WINNT or c:\WINDOWS
)

Ok, I have the same problem, but I have herd of a solution that may work for some
people. Simply do a internet search for the file RunDLL32.exe and download it to
your desktop, then cut and paste it in your windows folder which is in the c: drive,
once done so, see if it works. Although it did not for me I have found a way to access
my programs. Right click on the program you want to open up and click run as then
click the ok when the box pops up and that program should run. I also need help with
this problem, so please help would be most greatful.
