cannot find windows xp cd burner file

I am on a new computer running win xp all fresh. I inserted a blank cd expecting the create cd window to open it did not. The file C:\documents and settings\myname\localsettings\application data\microsoft\cd burning is not there. any ideas??

Have you tried a look via start > programs > ??? maybe Roxio?

Roxio's CD Creator doesn't come with all computers.  Only way to burn files is to 
open my computer, double click on your CD-RW drive and drag files out of another 
window into the CD-RW drive window.  When you've got them all there, select them 
all and click "Write these files to CD" in the left nav bar.  Hope this helps.
