windows stuck at maximal size

Windows XP seems to get windows stuck at their maximized size without actually being
maximized: they are in the variable size mode but just take up the entire desktop.
This means the only way you can resize it is to (1) move it partially offscreen
so you can grab a corner, (2) resize it to something smaller and (3) move it back
since step (1) moved part of it off the desktop. Very annoying.
Oftentimes, this happens when you've maximized the application and closed it so that
the next time you start up, it starts up large taking up the entire desktop but *not*
in a maximized state. What is really annoying, though, is when you haven't actually
closed the application or when it just seems to decide that, having at some point
been maximized, the next window brought up in the (multiple windows) application
will be full-sized but not maximized.
Amazing how the folks at Microsoft can introduce stupidities such as this. Anyone
know of any patches or workarounds?

Does F11 key reset it??

It's funny how these "stupidities" that are always blamed on Microsoft affect so
few people. I wonder why that is?

No, it does not. It tries to: the window flickers as it switches from resizeable
to maximized and then it is taking up the full desktop as a maximized window. Pressing
F11 again causes it flickers again as it switches back from maximized to resizeable,
but still taking up the entire desktop so I have to move it, resize it, move it back.

Frustration, I suppose. This problem is particularly annoying since it is so cumbersome
to fix up. It is also difficult to reproduce: in my reply to the F11 suggestion,
I had to re-create the problem. So I closed an application with the window maximized
and then re-started it. It didn't exhibit the behavior. I tried again and again
over the following half an hour without success. Then, after returning to my work
it happened. I can't even remember the sequence of steps except that I hadn't actually
closed any applications although there were some maximized windows. Of course, I
can't very well avoid using maximized windows entirely just to avoid this problem
- I would simply just like to be able to have certain windows maxmized and certain
windows resizeable.
(By the way, I took the opportunity to test the F11 suggestion and it didn't work.)
So, why blame it on Microsoft? I suppose, having used Windows 3.1, 95, 98, NT, 2000,
Me and not noticing this problem until XP (and I've seen it all three versions, Home,
Professional and Tablet) it does truly seem like a bug introduced to Windows XP.
I know several other people who find this a frustrating problem but I they aren't
the sort that would search out forums to try to resolve the problem.
"Stupid" was in part a result of the frustration (it is easy to accidentally close
the window when trying to drag it and resize it) and also in part knowing that such
unpredictable bugs - by which I mean it is difficult to reproduce the behavior but
it almost always show up a number of times a day - are especially disturbing because
they indicate that the problem may be the result of sloppy work by a company that
is creating new operating systems versions that seem to confuse differences with
improvements. Like the auto mechanic you always feel may be creating more problems
in your car to get return business, it seems like the new operating systems have
to meet a quota of problems so that Microsoft can justify its business of introducing
newer versions every year or so.

After asking around, it seems that a lot of folks find this problem annoying but,
surprisingly enough, I have yet to find a solution to it. There seems to be a lot
of folks on annoyances.org that ask about how to maximize a window upon startup but
no one seems to ask about how to avoid the forced maximized size that is, in fact,
not a maximized window but a "normal mode" window stretched out to the maximized
size. Upon further experience, it seems that the bug is a system level one: it confuses
the last application that had the window at maximized size and may cause another
application to open up in that weird stretched-to-max size, instead. Any ideas?
