I have a question about Stop Windows XP from creating the My Pictures folder:

It says Windows XP will stop saving your pictures into the My Pictures folder. However, it doesn't say how to set the default to save pictures into a different folder. Maybe I should know, but how do you go about doing this?

The paths for the special folders are in the registry under HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell 
Folders

If the path is blank then Explorer will not create the folder.
