Windows upgrade to XP - lost passwords

I recently upgraded from 98 to XP, have had many problems. After I lost all my data,
I uninstalled XP, got some of my files back, and then reinstalled. Now all the passwords
for all the users do not work.
I was able to get into setupact.log and found where Windows reassigned passwords
to the users, but when I try those windows generated passwords to the users accounts,
they do not work.
anyone have any suggestions?

Yes - don't upgrade. You're asking for trouble. Do a Clean Install

What passwords got reassigned?
When you reinstalled XP, didn't you have to create user accounts all over again?
