Modem canot start (Code 10)

I have just done a new install of XP on a blank Hard Drive. All is well except the modem which will not work. In Device Manger it shows it has a problem with the "!" in a yellow diamond next to the item. Checking the properties, the GENERAL page Device status reads, "This device cannot start (Code 10)". Then another line says to click Troubleshooter, but doing so gives me a blank in troubleshooter. I put in some topics but to no avail. I've tried everything I can think of. I even bought another modem and it does the same thing. I'm at a lost. Anyone come up on this, if so what did you do to fix it?

This is for Windows 2000 but may also apply to Windows XP

You did install the correct driver for it??...you may have an IRQ conflict, but i doubt it...you could try removing and reinstalling your PCI cards, one at a time, rebooting between...start with your modem...see what happens..;)

I tried all that and more. 1 modem is a Best Data USB external, and the other is 56KPCI V.92/V.42 Voice, Fax, Modem by Harmony. Thanks for the input.

Check which com port your modem is assigned to then enter your bios setup and make sure that port is activated.

If anyone is interested... The problem was a BAD modem card.
