Question about 'Get Rid of the Recycle Bin'

I see how to get rid of it - can I re-enable it? SFC?
The icon appears to have something in the bin but When I look there, or through Explorer
it is empty. Here comes the terrifying part. If I rt. click and click empty a popup
box asks "Do you really want to delete WINDOWS?"

A little blip. It has happened to me a few times and sorts itself out.
I would not worry about it, as you cannot delete Windows from inside of Windows.
It would be asking 'it' to commit suicide.
