I'm sure there is but I couldn't tell you where
I just spent some time looking and couldn’t find anything that I could definitively
link to it
Try a google search, I'm sure someone has found it

Google talks about the ...\Explorer\ExpView key, but I think that's not present in
XP. I've tried editing the \Explorer\Streams key, but so far with no luck.

The more GUI way to make something like this display for all users by default is
to do the following
1. Make your changes (File extensions, desktop backgroup, etc)
2. Log in with a local admin account. It can't be the one that you made changes
to. You won't be able to copy the profile if you are.
3. Right click my computer
4. Properties
5. Advanced
6. User Profiles (settings button)
7. Select the user profile from Step 1
8. copy this profile to "c:\documents and settings\default user"
9. Any user to log into the computer after this point will automatically have
all the settings that you configured... configured.
