The article mentioned that "you can also set up multiple user profiles, each set to a different primary language". How do you do that exactly? Say if I have two users A and B on an XP machine, how do I set user A's primary language to Japanese and user B to English?

Thank you for your reply. But no where in "control panel -> regional and languages options" can I set the language on a per user basis. I could set the primary language to either Japanese or English for the whole machine, but not Japanese for user A and English for user B.

for the default interface language of course there only one... but you can install another language and key board system.
turn on advance text service. show the language bar at taskbar, you can also configure what shortcut key should be use to change between input language from regional and language setting
in my machine i turn the advance language setting on, even i have no foreign language keyboard, i still can use on screen keyboard service to write in chinese or japanese if i want it.

here is some example i'll write my name in chinese in the next line... you should be able to read if you turn your advance language service on
