Eliminating descriptive text bar that appears when cursor is placed on an icon

Help! How do I get rid of those truly annoying text messages that appear when the cursor is placed on a desktop icon. I don't mean the icon name underneath it. This is a long white rectangle with redundant info on it. For example, with the recycle bin it informs me that this is for files, folders, etc. that I want to discard. In otherwords they tell you what you already know. I am pretty much a beginner so hopefully the answer is not too technical.....Many Thanks, Chloe
