Although Speed up the Start Menu is useful if you want submenus to open quickly when you mouse over them, I actually find it much more useful to move the bar in TweakUI all the way to the right, effectively disabling menus from popping up on mouse over. I click instead when I want to open a menu. This prevents large pop-up menus from obscuring other stuff I want to click on.
