My monitor has these lines going up and down all the time, like a shaking thing. It's
not the Hertz or the graphics card, do I have to buy a new monitor?

That seems to be the only remaining option. You might see if you can temporarily
borrow a friend's monitor, to verify that it is not a system problem before making
the purchase. Also make sure there are no sources of electronic or magnetic interference
nearby.

Nope it's not a system problem. I now have another screen temporarily until I get
another one and this one's fine. So you think it's fixable or not?

Repairing monitors is never a worthwhile expenditure. A monitor degrades with time,
you should expect an average lifetime of three years. If you get more, great. If
you get only two, too bad. New monitors are too cheap to throw $70 to $100 for a
repair that still leaves you with an old monitor.
