Windows Installer Keeps Popping Up

The windows installer keeps popping up saying "preparing to install" without specifying anything after that. This started when I started testing installations built by a number of the setup wizard (i.e. PDM, Visual Installer, Wise, etc.). Thus I think I may have built an incomplete setup that has corrupted my registry. I've tried fixing the problem with the msi clean up utility but it doesn't show any of the installations that I created. Also I've removed any of the installation programs that I can. If I try to install or uninstall an application, the windows installer pops up a message that the "service is not available cause we may be running in safe mode...contact an administrator". The only thing I can find on the web is this related KB article. I'm runnig SP6 of visual studio. http://support.microsoft.com/default.aspx?scid=kb;en-us;316911 Any help would be appreciated.

This is the typical Microsoft insidious disease, they think nothing through to the end and so it screws up our computers and they are bullet proof. I have over the years, on line, upgraded my Windows XP home from the original version 2001. Everything was fine until I made the mistake of down loading SP3 but I did create a restore point just in case. Well, SP3 was a mistake and I went back to my restore point. This is when Windows Installer reared its ugly Microsoft head and somehow after restore eliminated a file named “fax.msi” and ever since then my CPU has been so screwed up. I cannot find this file on my CPU or on any other XP sotware yet every time I try to install a new piece of software this same “fax.msi” missing file prevents me from doing so. I have tried uninstalling and reinstalling Windows Installer as per their directions but as usual they suck at actually fixing a problem that they created. I hate Microsoft with a passion.
