What is the executable file associated with Windows picture and fax viewer, and where
is it found? Is in the Windows directory somewhere, or in Program Files, or someplace
else?

It's an Application Extension dll in the System32 folder - shimgvw.dll

Here is the executable to run windows image fax viewer.
rundll32.exe C:\WINDOWS\System32\shimgvw.dll,ImageView_Fullscreen
