Is there any way to schedule programs to start up when my computer achieves a network 
connection?

IE: I'd like my firewall, antivirus software, and email notifier to automatically 
run when i connect, but not on boot. My computer is standalone about 50% of the time, 
and I'd rather these programs not use resources when they're useless.

So? Is it possible?

Easier would be to set up a batch file to start each of these programs, then run the batch after you are connected.
