After trying all the suggestions, I finally got it to work

Go to the group policy editor (Run "gpedit.msc")
Open Administrative Templates tree node
Open Desktop tree node
Select Active Desktop tree node
!IMPORTANT!
Disable "Enable Active Desktop"
Enable "Disable Active Desktop"
Enable "Allow only bitmapped wallpaper"

Took me a long time to make this work...hope it helps for others
