Did a Google search and looks like it could be from some web accelerator software.
Try searching Google and see if you can find anything related to your problem.

Python Dynamic Module. You have the Python scripting language installed, and a Python
program is running at startup. This library is most likely part of the PyWin32
project.

I had the same problem, found out it is a problem with any type of accelerator program.
I tried unistalling mine, didn't uninstall correctly and left behind the pop-up re
psystray.pyd. re-installed the accelerator program and then un-installed it thru
add/remove and NO MORE POP-UP. TRY IT. itworks. Just figure out what program had
the accelerator and do what I did
